Comparison of Variety Registration Regulations of the European Union and Turkey on Agricultural Crops

The European Union is a strong stakeholder and reference point in the world seed sector. The harmonization of the Turkish variety registration system with the EU will be an important landmark for the Turkish seed sector. In this study, Council Directive 2002/53/ EC of 13 June 2002 on the common catalog of varieties of agricultural plant species and Implantation Regulation of Plant Varieties Registration and some related legislation of Turkey were compared. The comparison results are collected in a compliance table and the differences and compatibility in this table are explained. It was seen that the Turkish legislation on variety registration is largely compatible to the EU legislation. Strengthening the Turkish variety maintenance system, confirming the equivalence of Turkish practices for the various maintenance practices with the EU, and adding of Turkey to the Council of Europe Decision No. 2005/834/EC, and revising the production permit implementation which gives disadvantages to Turkish breeders are seems essential. The current state of the production permit implementation in Turkey creates a disadvantage for Turkish breeders. A suggestion on converting production permit system to more equal and fairly system has proposed, in this review.
